Runwal Group — Unreasonable demand on account of development charges

We have purchased underconstruction apartment in Runwal Greens in 2012. The handover of the property is in nov16. To cap the flat cost it was decided and agreed to pay 87% of flat cost and bal on possession. The flat cost is Rs 1.45 crore. We have also paid 87% of other charges (18 months maintenance, club house, society charges, infrastructure charges) which is normally paid on completion. Now builder has sent draft sale agreement and has included Rs 19 lakhs as “development charges”. Please advise what are development charges, should it be as high as 13% of flat cost. The builder had till now not advised regarding such high charges. Appreciate your guidance
